Howard Hamilton International Airport Redevelopment (PPP) Project Terminated

The Cabinet of the Turks and Caicos Islands Government, at its meeting on 29th December 2025, took the decision to cancel the current procurement process for the redevelopment of the Howard Hamilton International Airport.
This decision is rooted in a shift in policy, and other reasons, intended to best serve the national interest. After a strategic review, the Government has determined that the long-term redevelopment objectives for the HHIA will be best achieved through an alternative delivery method rather than the previously contemplated structure and will provide further information in due course.
The Cabinet’s decision does not signal a discontinuation of the redevelopment of the airport. On the contrary, it allows for the immediate acceleration of critical capacity enhancement that would have otherwise been delayed while awaiting the award of a contract under the now cancelled exercise. Consistent with this pivot, the Turks and Caicos Islands Airports Authority (TCIAA) has already activated a key component of the redevelopment project: i.e. the immediate advancement of interim capacity works. The recent tender issued by the TCIAA for the construction of a new Arrivals Hall (originally issued as a contingency plan) now represents the first phase of the overall project delivery. Interim capacity works were always an integral part of the original redevelopment plan, and by advancing this component now, under the direct supervision of the TCIAA, the Government is ensuring that urgent capacity needs are met without delay, while the broader redevelopment strategy continues to move forward.
