McFarland Johnson Names Mike Rutkowski, PE, AICP, as Regional Director

Binghamton, NY – March 18, 2026 – McFarland-Johnson, Inc. (MJ), a 100% employee-owned planning, engineering, technology, environmental, and construction administration services firm, announces that Mike Rutkowski, P.E., AICP, has joined as Regional Director.

Rutkowski will lead the growth of MJ’s transportation practice in the South while also delivering innovative and sustainable transportation solutions nationwide. As an American Institute of Certified Planners (AICP) member and Professional Engineer, his nationally recognized expertise in holistic multi-modal planning and Complete Streets design will help MJ better serve clients across all geographies and service lines, ensuring our services reflect the latest best practices in creating safe, accessible, and connected transportation networks. He is a trained public facilitator and conflict resolution specialist, known for building strong client relationships and fostering collaborative engagement among diverse stakeholders.

With decades of leadership and experience in transportation planning and engineering across North America and beyond, Rutkowski brings deep expertise in long-range transportation planning, corridor-based land-use and redesign, Complete Streets integration, and the development of safe, connected transportation networks. He is highly experienced in securing and managing transportation-related grants, helping clients leverage funding opportunities to advance critical infrastructure projects. His career spans both the public and private sectors, including service with the North Carolina Department of Transportation (NCDOT).
