Metropolitan Nashville Airport Authority Appoints Zachary D. Blair to Key Legal Leadership Role

Zachary D. Blair brings extensive legal expertise and public sector leadership to support MNAA’s continued growth and regulatory excellence

Nashville, Tenn. (Nov. 12, 2025) – The Metropolitan Nashville Airport Authority (MNAA) is pleased to announce the appointment of Zachary D. Blair as Assistant Vice President, Associate Authority Counsel. He brings more than a decade of legal experience in federal and local government, with a focus on transportation, administrative and real estate law.

“Zachary brings a wealth of legal knowledge and public sector experience that will strengthen our legal team and support the Airport Authority’s continued growth,” said Doug Kreulen, president and CEO of MNAA. “His thoughtful approach to complex regulatory issues, infrastructure development and transportation law will be a tremendous asset as we advance our mission to serve Middle Tennessee and beyond.”

Before joining the Airport Authority, Blair served as a senior analyst at the U.S. Department of Transportation (USDOT), where he drafted and negotiated complex agreements related to infrastructure and real estate, developed departmental policies and regulations and counseled on compliance with federal aviation standards.

He previously held leadership roles at the Metropolitan Development and Housing Agency (MDHA) in Nashville, where he strategically advised on development and compliance efforts, and at the U.S. Department of Housing and Urban Development (HUD), where he enforced nondiscrimination laws and closed on more than $240 million in federally insured mortgage transactions.

Blair began his legal career through the Presidential Management Fellowship, the federal government’s flagship leadership development program. During his fellowship, he performed details relating to complex investigations, community development and accessibility.

Blair graduated magna cum laude from the University of Notre Dame Law School and earned his bachelor’s degree cum laude from Lipscomb University. He is admitted to the bar in Tennessee and Illinois and is a Rule 31-listed general civil mediator. In 2024, he received a Secretary’s Award from USDOT.

Blair officially assumed the role of Assistant Vice President, Associate Authority Counsel on Oct. 20, 2025.
