Executive Program Management
Paslay Group created the Executive Program Management model to provide executive-level advice to airport owners implementing large capital development programs and introduced it to the airport industry in 2007.
The EPM model is defined by four characteristics:
1️⃣Small teams of two to four people – typically an Executive Program Manager, a Design Manager, a Construction Manager, and a Project Controls Manager – depending on the owner’s capabilities or unique circumstances. The owner may also need ORAT, a Contracts Manager, etc.
2️⃣Experienced experts in each functional area. (20+ years)
3️⃣The EPM is first-tier professionals only, prohibited from providing second- and lower-level support staff.
4️⃣Exclusive engagement by the EPM team working as an extension of the owner’s executive team with no other objectives or motivations other than the successful execution of the program. We become the owner’s trusted advisor.
A key aspect of the EPM model is early development of the Implementation Plan:
1️⃣ Understand the objectives of the project,
2️⃣ Understand the capabilities available for the project, and
3️⃣ Understand the constraints in completing the project
To provide a customized and comprehensive execution strategy for each unique situation, and increasing degree of success, efficiency, and cost-effectiveness.
