Metropolitan Nashville Airport Authority Announces Leadership Promotions in Operations and Public Safety

Nashville, Tenn. (July 8, 2026) — The Metropolitan Nashville Airport Authority (MNAA) today announced two new leadership promotions: Jennifer Coulter has been named assistant vice president of landside operations, safety & environmental compliance, and Dalton Engstrom has been promoted to captain of the Department of Public Safety. These appointments reinforce MNAA’s commitment to operational excellence and safety across Nashville International Airport®, also known as BNA®, and John C. Tune Airport®, also known as JWN®.

Outlined below are the professional backgrounds of the individuals. 

Jennifer Coulter, formerly Director, Environmental, Health & Safety has been promoted to Assistant Vice President, Landside Operations, Safety & Environmental Compliance

Since joining MNAA in March 2024, Coulter has played a central role in establishing and leading the Authority’s Safety Management System (SMS) program in alignment with federal requirements for safety policy, safety assurance, risk management and safety promotion. 
 
In her new role, she will oversee landside operations, contract services, the Safety Management System and safety and environmental compliance. She will provide leadership for the Authority’s landside operations, including airside and landside busing operations, parking operations and contract services. She is responsible for ensuring these functions operate safely, efficiently and in compliance with applicable regulatory and MNAA requirements while overseeing vendors and business partners who support these operations. 
 
Coulter brings more than a decade of safety leadership experience, with previous roles at Amazon, the State of Tennessee and Vanderbilt University Medical Center. She is a Certified Safety Specialist with the World Safety Organization (CSS‑WSO Rail), a credential focused on rail safety management and regulatory compliance, and a Transportation Safety and Security Professional (TSSP) through the Federal Transit Administration. 

 

She also earned her Certified Member (C.M.) designation from the American Association of Airport Executives (AAAE) and holds a bachelor’s degree in biology from Tennessee Technological University. 

 

Dalton Engstrom, formerly Lieutenant, Department of Public Safety, has been promoted to Captain, Department of Public Safety 

Since joining MNAA in 2016, Dalton Engstrom has advanced through multiple leadership roles and is now being promoted to captain of the Department of Public Safety (DPS). 
 
Engstrom has more than a decade of progressive law enforcement and public safety experience. He began his career as a police officer with the Mt. Juliet Police Department and developed specialized expertise across several high‑risk public safety disciplines, including service as an Explosive Ordnance Disposal (EOD) bomb technician, SWAT team leader and sniper team leader, aviation fuel safety inspector, water rescue commander, hazmat technician and physical fitness team lead. 
 
At MNAA, Engstrom has served as General Departmental Instructor (GDI) Training Lieutenant and Criminal Investigations Lieutenant, roles in which he led major training initiatives, supervised investigative operations and supported departmental readiness across police, fire and emergency medical services (EMS) functions.  
 
Throughout his tenure, he has provided command‑level direction for training programs, operational teams and shift activities; managed criminal investigations; ensured Commission on Accreditation for Law Enforcement Agencies (CALEA) compliance; and developed and delivered training that meets federal, state, local and airport‑specific standards. 
 
Engstrom holds a Bachelor of Science in sociology with a concentration in criminal justice from Tennessee Technological University. He is a graduate of the Northwestern School of Police Staff and Command and maintains an extensive portfolio of advanced public safety certifications.
