AVOCA, PA., Oct. 26, 2023 ‐‐ Wilkes-Barre/Scranton International Airport (AVP) celebrated the opening of its new rental car service facility with a ribbon-cutting ceremony attended by Lackawanna and Luzerne County Airport board members, the rental car industry, developer Conrac Solutions, and project stakeholders. All six on-airport rental car facility operators now have a centralized location to fuel, wash, and maintain vehicles, with a convenient, covered walkable path for rental car pick-up and return. Official project completion is scheduled for November 2023.
“The opening of this state-of-the-art facility now allows AVP to better serve our ground transportation customers, as well as improve efficiency with our ground transportation partners,” stated AVP Executive Director Carl R. Beardsley, Jr.
The rental car facility enhances efficiency for operations and provides a streamlined experience for the traveling public while reducing vehicle traffic and emissions on Airport and surrounding roadways. The new facility includes a 13,000-square-foot building housing two automated car washes, administrative offices and an employee breakroom, six fueling stations, an above-ground fuel tank, and staging for more than 300 vehicles. The facility’s proximity to the rental pick-up and return lot at the Airport terminal enables expedited fleet processing and vehicle turnaround for future customers.
Developed at no cost to taxpayers or financial risk to the Airport and rental car industry, the facility was delivered using Conrac Solutions’ (CS) Tenant Development Approach. CS Project Delivery designed and built the facility and financing was arranged by CS Capital with equity provided by iCON Infrastructure, LLP. CS Operators will operate the facility throughout the 25-year lease from the Airport. Scranton-based L.R. Costanzo Co., Inc. led the project’s design and construction, with PGAL as the architect.

Hertz is one of six car rental companies located at the new facility that is now officially operational. “The new facility will enhance the overall car rental experience for travelers at AVP,” said Scott Pflueger, Director, Properties & Concessions at Hertz. “We look forward to serving our Hertz customers here and providing them with a range of vehicles, including EVs, and fast and seamless service.”
